Clear boundaries
You know what is included before work begins.
The instruction records the purpose of the work, documents or products to be reviewed, whether a site visit is included and what written output will be provided. This prevents a small review from quietly becoming a much larger project.
DMR will say when the available evidence is insufficient to support a reliable conclusion.
Further investigation may be recommended, but no additional paid work is undertaken without agreement.
